How to make science effective: "On Science and Technology Policy" law was discussed at Satbayev University
Under the auspices of Mazhilis of the Republic of Kazakhstan, "Issues of improving the science sphere within the framework of adopting the Law of the Republic of Kazakhstan "On Science and Technology Policy" Round table was held, initiated and chaired by Chairman of Committee for Social and Cultural Development of RK Parliament Askhat Aimagambetov. Round table was also attended by Vice Minister of RK Science and Higher Education Darkhan Ahmed-Zaki, Deputy of RK Parliament Mazhilis Tansaule Serikov and President of RK National Academy of Sciences under the President of the Republic of Kazakhstan Akylbek Kurishbayev.
Round table discussed laws that have already been adopted, as well as proposals and initiatives being discussed to improve legislation in the field of scientific and technical activities, including changes to the budget code and public procurement procedures. Key issues related to various aspects of scientific activity and technological progress were considered as well.
The participants discussed a number of key aspects that have an impact on evolving the scientific field. The issues of financing, formation and allocation of scientific grants, allowances for academic titles, as well as the role of Akimats in financing the science were considered. The importance of scientific ethics and the need to regulate it were discussed, as well as the importance of ensuring the greater freedom for scientific supervisors.
Special attention was paid to the role of Academy of Sciences and cooperation with business in the scientific field. During the discussion, the participants put questions, expressed ideas and suggestions for improving the scientific and technical policy aimed at further development of science in Kazakhstan.
At the end of Round table, Askhat Aimagambetov stressed that the work does not end there, since the scientific legislative initiative is aimed at providing the scientists with the best conditions for effective work. It is necessary to take into account all the nuances and different opinions.
"It is significant for us that the given law solves the problems that were voiced today, - Askhat Aimagambetov said in his speech. - These are issues of public procurement, financing, and bureaucratic procedures. We want to continue working with you on all these issues.
Within the framework of the event, "Projects for commercializing the scientific achievements and results of scientific and technical activities" exhibition was organized, where innovative elaborations and projects of Satbayev University, ready for implementation into production, are presented. The guests visited Porsche Virtual reality training center, as well as University’s new classrooms and laboratories.
Ministry of Science and Higher Education carries out systematic work within the framework of the main tasks for the development and commercialization of science, as well as executing the instructions of State’s Head. In 2023, preparations began for updating "On Science and Technology Policy" law, which should promote the evolvement of science and put into practice the state's policy of introducing the scientific achievements results into production to ensure the country’s competitiveness.
The discussion of scientific and technical policy at Satbayev University was an important step towards the innovation sector growth in Kazakhstan and emphasized the desire for continuous improvement of science and technology in the country.
