Askar Zhumagaliyev was appointed Deputy Prime Minister-Minister of defense and aerospace industry of the Republic of Kazakhstan. Askar Zhumagaliyev graduated from the Sverdlovsk Suvorov military school. He studied at the Kharkov higher military command engineering school of missile forces, but in 1992 transferred to the Kazakh national technical University (Almaty), graduating with a degree in radio Communication, broadcasting and television. He received a second higher education in "jurisprudence" at the Kazakh humanitarian law University and a master's degree in electronic management at the Federal Polytechnic school of Lausanne.
