Vacant educational grants freed up in the process of obtaining higher or postgraduate education (hereinafter-vacant grants) are awarded on a competitive basis to students for a fee according to educational programs groups.
The competition is held according to intermediate certification results based on GPA (Grade Point Average) with the issuance of the certificate on awarding an educational grant.
The announcement related to the open competition is placed on the website (educational portal) HPED with indicating the number of vacant educational grants in the context of training direction and the course.
In the case of the same indicators of GPA (Grade Point Average), students who have grades only A, A- ("excellent"), in the next turn – grades from A, A- ("excellent") to B+, B, B -, C+ ("good"), then – mixed grades for the entire period of training have the pre-emptive right.
The award of vacant educational grants freed up in the process of obtaining higher and (or) postgraduate education is carried out during the summer and winter holidays on the available vacant places on a competitive basis in the following order:
1. A student on a paid basis submits an application to HPED head for further study under an educational grant of higher or postgraduate education;
2. The received applications are considered at the meeting of Scientific (academic) council and Supervisory (Trustee) Council and (or) Board of Directors;
3.Based on the decision of Scientific (Academic) Council and (or) Supervisory (Trustee) Council and (or) Board of Directors, HPED sends a list of applicants for transfer to vacant educational grants to the authorized body in the field of education for decision-making by August 5 and January 25 of the current year.
The list is accompanied by the student's application duplicate, the decision of Scientific (Academic) Council and (or) Supervisory (Trustee) Council and (or) Board of directors, an extract from the student's transcript, an identity document copy, and the certificate of the educational grant holder (original), deducted from HPED;
4. Vacant educational grants freed up in the process of obtaining higher and (or) postgraduate education and submitted to the authorized body in the field of education due to the absence of applicants are redistributed by Commission on a competitive basis;
5. The list of vacant educational grants that were freed up in the process of obtaining higher and (or) postgraduate education and submitted by HPED due to the absence of applicants is published on the authorized body’s website in the education sphere;
6. The competition is held among students on a paid basis from other HPED, who have submitted documents for participation in the competition in the context of educational programs groups, and courses based on intermediate certification results;
7. The authorized body in the field of education considers the received documents in the context of groups according to educational programs, forms and terms of training reckon with the admission year, and upon a positive decision, issues a decree on awarding the vacant educational grants of higher and (or) postgraduate education (in the absence of candidates by educational programs group, the vacant educational grants freed up in the process of obtaining higher and (or) post-graduate education, are redistributed within training direction or education field);
8. Based on the decree of Authorized body in the field of education, NTC draws up a certificate on awarding the educational grant, and submits it to the appropriate HPED within 3 working days;
9. Based on the certificate on awarding the educational grant, HPED head issues a decree for further training under the educational grant.
Applications are accepted until January 19, 2021.
